A client centered, client directed form of treatment, the program consists of services designed to restore the disabled person to a level of functioning which permits a useful, meaningful life.

Bright Start is a community-based, voluntary program which implements the evidence based Nurse Family Partnership model to provide nurse home visitation services to families during pregnancy, after delivery and may continue until the child's second birthday.

Families are linked with resources such as prenatal, postpartum, and pediatric medical care, family planning services, mental health services, job training, literacy services, employment opportunities, housing, substance abuse treatment, early childhood assessment and intervention opportunities, and other community resources
