Shelter services for youth:
- Referred by law enforcement in Pennington County
- Runaway or have the propensity to become runaway
- Homeless or have the propensity to become homeless
- In the Department of Social Services or Department of Corrections custody
Reception Center: Youth screening process with recommendations are made for services and programs.
Runaway and Homeless Shelter: Accepts youths who have been referred by self, community agencies, schools, law enforcement, etc. Runaway and homeless youth are eligible to stay up to 21 days. During that time, case management services are provided and attempts are made to connect youth with longer term, more stable living arrangements. This includes screening with the youth to identify needs, community resources, and a discharge plan to help them to have more stability following discharge.
Shelter Care: For youth, referred through Law Enforcement, Pennington County, DSS, or DOC. A short term (30 days or less) group care facility that will assist youth and their parent or guardian through a screening process to identify needs, community resources, and a discharge plan in collaboration with the family and referring agency.

Adolescent substance use prevention, early intervention, drug and alcohol assessments and outpatient treatment for all youth in the Rapid City and Custer School Districts as well as surrounding communities.
Counselors are primarily school based in RCAS and CSD middle and high schools along with select elementary schools. Services also available at main office in Rapid City for all adolescents (public, private and home-schooled) who are experiencing problems with substance use.

The Juvenile Diversion Program, which includes Teen Court and Truancy Court, is a collaboration between the Pennington County State's Attorney, the 7th Judicial Court, and local social service providers. It is offered as an alternative to court involvement for juvenile offenders ages 10-17. Teen Court is a volunteer youth program, and accepts volunteers 14-17 years old.
Charges typically eligible for diversion include:
Minor consumption/possession of alcohol
Shoplifting
Simple assault
Disorderly conduct
Disturbance in school
Truancy
Possession of tobacco, marijuana, or drug paraphernalia
The following are some of the classes and other activities that may be required during the three-month program. Participants are responsible for all program costs. Scholarships may be available for families needing financial assistance.
- Property Offense and Stop and Think Classes, a two-hour class emphasizing choices and consequences.
- Community Service, juveniles work as volunteers in the community for a specific number of hours in either diversion-arranged projects or at other sites arranged by the family.
- M.A.D.D. Victim Impact Panel, juveniles attend a presentation by individuals whose lives have been affected by drinking and driving accidents.
- Tattoo Removal, juveniles wanting tattoos removed, can be referred to T.R.U.S.T. (Tattoo Removal Unified Support Team).

Youth & Family Services Boys' Health Program is offered to boys, ages 5 - 18, who may be at risk of developing physical, mental, or social health problems. Boys are referred to the program by school counselors, teachers, parents, health service providers, and social services agencies. Once enrolled, boys work closely with advocates to set and attain individualized goals.
The Boys' Health Program serves boys and young men in Rapid City with health-focused case management, education, advocacy, and prevention services. The Boys' Health Program helps lay the groundwork for lifestyle habits and attitudes that will strongly influence boys' health and behaviors as adults.

The SEPRC works with others across the state to provide prevention resources, training and technical assistance through program development and training.
Offers a 12-hour diversion class for individuals aged 17 - 20 years, designed for individuals who may be making high-risk choices and aim to change drinking and drug use behaviors.

Provides secure detention of juveniles who have allegedly committed a delinquent act and non-secure detention for alleged children in need of supervision. While in detention, the juvenile is provided educational and recreational opportunities. The educational services are provided by the Sioux Falls School District. Juveniles may be sentenced to the Center by the Courts for up to 90 days.

Arise Youth Center provides detention alternatives for youth in Minnehaha County, including:
- Reception Center: Safe environment for law enforcement can transport youth to wait to be picked up by a parent or approved adult, staff complete screenings and offer resources to the youth and their parent or guardian.
- Shelter Care: Temporary care as an alternative to going into a secure detention facility if the youth does not require that level of service. Assists youth and their parent or guardian through a screening process to identify needs and community resources along with a discharge plan in collaboration with the court system.
- Safe place: For runaway homeless youth to access services on a walk-in basis.
- Evening Reporting Center: An alternative to detention that allows youth to remain in the community while receiving additional services. Services include 4 hours of programming that incorporates homework help, meal planning and preparation and job skill development.

The CWOY Support Navigator program is designed to provide support for American Indian youth, adults, and their families in the He Sapa area who struggle with suicidal thoughts or behaviors. The WPRC seeks to divert or delay those we serve from substance use and other high-risk behaviors to promote
choices/behaviors resulting in lifelong mind and body wellness. The WPRC primarily focuses prevention support services to stakeholders in South Dakota's 22 westernmost counties, but often serves an even broader audience. The WPRC's services include providing education, technical assistance, training and other support to prevention service providers, youth, parents, educators, community groups, social service providers, health/wellness agencies, chemical dependency service providers, law enforcement and other community wellness stakeholders.
WPRC staff can provide community education and information on a broad range of prevention topics. These topics include:
- Individual drugs (alcohol, nicotine, vaping, marijuana, methamphetamine, fentanyl, etc.)
- Trends in drug use
- Over the counter drug misuse
- The science of chemical dependence (brain and body)

Threat assessment is a thorough process including interviews with student(s), family, law enforcement, and school personnel or other collateral persons; data collection to corroborate facts; and uses specific questioning to assess threat risk in situations that a person (ex. youth) has made a specific threat toward a school, individual, or group of persons and/or has brought a weapon to school. This could include if an individual has made a threat on social media. Assessors have been trained by Sigma Threat Management Associates. Schools contracted with Carroll Institute take first priority.

Lions: for youth in kindergarten and is an introduction to Cub Scouts.
Tiger Cubs: for youth who are in the first grade, with an adult member of their family. The program calls for equal participation from the child and adult. Tiger Cubs stress fun, activity, and relationship building between the child and adult, as well as members of the Tiger Cub group.
Cub Scouts: for youth in the 2nd - 5th grades and features age-appropriate activities and projects that involve the family and builds the youth's self-esteem, leadership, and values.
Scouts BSA: for youth 6th - 12th graders and introduces initiative and independence.
Venturing: for young men and women 14 and older. The programs are outdoor and high adventure oriented, often with church youth groups as sponsors.
Career Interest Exploring: available to young men and women in middle school through 21 years of age. Exploring gives young people a chance to explore careers in medicine, animal care, law enforcement, computers, engineering, etc. and other special interests or hobbies.

A residential group care program for males, who have adjustment problems, between the ages of 9 and 18 years old and an independent living program for males between the ages of 17 and 20 years old.
During residency, the boy is provided with educational services (accredited on-campus school capable of issuing high school diplomas) as well as programming designed to assist him in developing positive self esteem, life skills, a positive work ethic, and self-sufficiency.
The major goal is to re-establish him into successful living patterns that will enable him to be a positive contributing member of his community.
